Conceived during the late 1980s, the film emerged from the creative partnership between the group Headgear, which included writer Kazunori Ito and director Mamoru Oshii. The project was designed to shift the tone of the series from its more lighthearted, episodic television roots toward a sophisticated, techno-thriller narrative that explored the intersection of urban infrastructure and artificial intelligence.

The film's aesthetic and narrative focus were heavily influenced by Mamoru Oshii’s interest in philosophy and meticulous attention to architectural detail. By centering the plot on the vulnerability of Tokyo's 'Babylon Project' to computer viruses, the production team—supported by mechanical designer Yutaka Izubuchi—created a grounded, near-future atmosphere that contrasted sharply with the high-fantasy anime typical of the era.
