The series centered on Tom Monarch, a veteran superhero navigating a world where fame and commercialization often overshadowed the moral responsibilities of heroism. This issue continued the narrative exploration of Monarch's psychological burden and the logistical challenges of maintaining his public image during the 1990s comic book boom.

The character was created by writer James Hudnall and artist Hal Scutia, who aimed to provide a grittier, more grounded perspective on the superhero archetype by highlighting the mundane and often cynical aspects of celebrity super-powered life. The visual style, characteristic of the early 90s, utilized bold lines and dynamic action sequences that were popular at the time.
