Where it came from
Released in 1999 as part of the LEGO Minifig Pack series, set 6704 was designed to provide builders with a diverse assortment of figures that were not tied to a specific licensed theme. During this era, LEGO sought to expand the accessibility of individual characters, catering to collectors who wanted to populate their existing town or space layouts without needing to purchase larger, more expensive playsets.
The set includes four distinct minifigures—a classic town police officer, a construction worker, a space explorer, and a generic civilian—reflecting the company's commitment to modular, open-ended play. While these designs utilized standard torso and head prints common to late-nineties sets, the pack was well-received by fans as a convenient, cost-effective way to acquire multiple specialized figures in one small, blister-pack format.
