Released in 1998 as part of the Unglued expansion, 'Look at Me, I'm the DCI' was designed as a satirical commentary on the rigid rules and bureaucratic nature of the DCI, the then-governing body for Magic: The Gathering organized play. As one of the first 'silver-bordered' cards, it existed outside the standard competitive framework, allowing Wizards of the Coast to experiment with mechanics that broke the game's traditional rules for comedic effect.

The card was illustrated by Christopher Rush, one of the game's foundational artists. His illustration depicts a caricature of a DCI official with an overbearing, bureaucratic presence, perfectly capturing the lighthearted frustration players often felt regarding complex rule interpretations. The card's ability, which allows the owner to change the rules of the game at their whim, was a self-aware nod to the authoritative power held by tournament judges and organizers.
