In the narrative of the plane of Lorwyn, the character is a Merrow leader who shifts from his role as an advisor to a more combative figure as the set's cycle transitions into the darker, altered state of Shadowmoor. This design sought to capture the Merrow faction's mechanical focus on card advantage and tribal synergy, reflecting their status as the cunning, aquatic schemers of the plane.

The card was illustrated by Greg Staples, whose work is central to defining the moody, folkloric aesthetic of the Lorwyn and Shadowmoor sets. Staples utilized a palette of deep blues and shifting, ethereal light to emphasize the character's dual nature and the misty, unpredictable waters of the Wanderwine.
