This volume, compiled by Luis G. Ortiz Molina, serves as an essential legal and administrative reference from late 19th-century Mexico. Published during a period of intense institutional codification, the text compiles the various decrees, regulations, and circulars issued by the Secretaría de Gobernación and the governmental bodies overseeing the Federal District. It represents the meticulous effort to synthesize a rapidly evolving body of bureaucratic law into a single, accessible directory for officials and legal practitioners of the era.

The design of the Prontuario is rooted in the functional needs of the Porfirian administrative state, prioritizing utility and systematic categorization over aesthetic flair. Ortiz Molina’s work reflects the contemporary drive for order and progress, aiming to consolidate the fragmented legal landscape into a reliable tool for governance. It was received as a necessary, if technical, instrument for maintaining the operational consistency of municipal and federal administration in Mexico City during the final decades of the 1800s.
