Psycho-Pass: Sinners of the System Case 3 - Beyond Love and Hate is the third installment in a triptych of films released in early 2019 that serves as a bridge between the second and third seasons of the original anime series. Written by Fukami Makoto, the film shifts the narrative focus to Shinya Kogami, who has been living in exile abroad since the conclusion of the first series. The story explores themes of justice and personal moral ambiguity as Kogami encounters a young refugee, deepening his internal conflict regarding his role in a world dictated by the Sibyl System.

The design and narrative direction were developed under the supervision of Production I.G, building upon the distinct cyberpunk aesthetic established in 2012. By centering the story on Kogami’s experiences in Southeast Asia, the creators aimed to expand the franchise’s world-building beyond the localized setting of Japan.
