Bill's Teleporter was released in the Neo Genesis expansion of the Pokémon Trading Card Game, which debuted in Japan in late 1999 and arrived in English markets in 2000. This set was a landmark release as it introduced the Johto region to the game, marking the transition from the original 151 Pokémon to the second generation. As an Trainer card, it was designed to offer players a specific utility: the ability to search their deck for a Pokémon card after shuffling their hand back into the deck, reflecting the lore of the Bill's PC system from the video games.

The card’s illustration was crafted by Keiji Kinebuchi, a frequent contributor to the early sets who favored a stylized, somewhat abstract approach to character design.
