Boost Energy was released in 2003 as part of the Aquapolis expansion, which served as the final set in the Pokémon Trading Card Game's e-Card series. This era was defined by the integration of the Nintendo e-Reader, a peripheral device that allowed players to scan dot-code strips on the cards to unlock special features, minigames, or Pokédex data. As a Special Energy card, it was designed to provide unique tactical utility during gameplay, specifically offering a boost to colorless attacks while simultaneously requiring a discard effect that balanced its mechanical power.

The visual identity of the Aquapolis set was overseen by Creatures Inc., who utilized a distinct, minimalist design language for the e-Card era to accommodate the scanning technology. The card art, while modest for an uncommon entry, reflects the clean, functional aesthetic that characterized the transition between the classic Wizards of the Coast era and the later shifts in the game's competitive landscape.
