This technology allowed players to scan their cards into a Game Boy Advance via an e-Reader peripheral to unlock various mini-games, Pokedex data, or localized events. The design of the card, featuring a sprawling, grid-like border on the left and bottom, was created to accommodate these data-rich dot codes while maintaining the aesthetic integrity of the original Japanese 'e-Series' expansion.

The artwork for this specific Bulbasaur card was illustrated by Ken Sugimori, the primary character designer for the Pokémon franchise. Sugimori sought to depict the creature in a naturalistic, serene environment, adhering to his signature clean line work and watercolor-inspired shading that defined the early era of the series.
