Rookidee first appeared in the Sword & Shield base set, released in early 2020 to coincide with the generation eight video games set in the Galar region. As a common colorless-type card, it was designed to introduce players to this new bird Pokémon, which is based on the small passerine birds common to the British countryside. The card serves as a foundational piece of the set, intended for casual play and as an accessible entry point for collectors beginning their journey through the Galar expansion.

The card illustration was created by artist NC Empire, who opted for a clean, bright style that highlights the bird's distinctive blue and black plumage.
