The wicked multi-billionaire, Shinatora, builds wretched, ugly buildings. The explosives genius calling himself Benten has targeted Shinatora's empire and begins to destroy the monstrosities that are wiping out whole sections of downtown Tokyo. In cooperation with the local police force, the FBI has sent Lisa Hoshino, a bomb disposal expert, and her robot assistant, Dandy, on a lecture tour of Japan. Ryotsu is reluctantly paired with Lisa to protect the people of the Kameari district. Why does Benten only target Shinatora's buildings? What is his next target?
Another email warning arrives at the Katsushika Police Station. Benten's next target is the newly built, gigantic amusement park, Shinatora World. Lisa and Ryotsu hurry to the scene. What they find is a huge Soviet-era rocket armed with a massive bomb powerful enough to obliterate the entire area of Katsushika. What can Ryotsu do?

Where it came from
Kameari Park Precinct, or Kochira Katsushika-ku Kameari Kōen-mae Hashutsujo, was adapted into a feature film in 1999 following the immense success of the long-running manga series by Osamu Akimoto. The film was created to capitalize on the popularity of the anime television series, which had been airing since 1996, bringing the chaotic and comedic adventures of police officer Kankichi Ryotsu to the big screen for the first time. The production was overseen by Gallop, the studio responsible for the television adaptation, aiming to maintain the familiar visual style and slapstick humor that defined the franchise.
The film was designed to bridge the gap between the weekly episodic nature of the television show and a cinematic experience, focusing on an original narrative that expanded the scope of the Kameari police station's neighborhood exploits. Directed by Shinji Takamatsu, the film received a warm reception from the existing fanbase, who appreciated the familiar character dynamics and the high-energy, irreverent tone that had become a staple of Akimoto's work over his decades-long career. It stands as a notable entry in the franchise, representing a period when the brand's cultural footprint in Japan was at its zenith.
