Where it came from
Mary Bell no Hi no Youjin: Guratto Kitara Dousuru was released in 1993 as an educational animated short based on the popular magical girl series Floral Magician Mary Bell. Produced by Ashi Productions, the project was commissioned by the Tokyo Metropolitan Government to instruct young viewers on earthquake preparedness. It served as a public service tool, utilizing familiar, comforting characters to communicate serious safety protocols in the wake of heightened disaster awareness during that era.
The character designs were maintained from the original series, ensuring the aesthetic remained consistent with the source material's recognizable style. By embedding emergency guidance—such as taking cover and staying away from glass—within the framework of a children's fantasy narrative, the creators aimed to reduce anxiety and increase retention among the youth demographic. It remains a notable example of Japanese state-sponsored public education using the reach of 1990s anime intellectual property.
