Hurricane Keiko has arrived! The newscast weather segment. Usually the last thing anyone ever thinks about (unless they said "sun" and it wound up being "rain") but Keiko Nakadai's going to change all that. Toiling in obscurity for years at a horribly rated TV station, Keiko has figured out what the weather report needs and doesn't mind taking off her top (or lifting her skirt) on the air to do it. The ratings aren't going to go down, that's for sure.
Of course, some of the people at the station don't find this appealing, and decide that Keiko's got to go. They devise a series of horrible "accidents" for her, but Keiko usually seems to be about a step ahead of them.
Eventually, everyone at the station will discover that there's far more to her than meets the eye as Keiko's star rises incredibly quickly ... and as her importance increases, Michiko Kawai's (the old weather girl) drops. Something has got to be done, but who can do it?

Where it came from
Weather Report Girl, released in 1995 as an original video animation (OVA) produced by OB Planning, emerged during a period of experimentation within the adult-oriented animation market. The project was conceived as a lighthearted, self-referential comedy centered on the chaotic life of a television weather anchor, playing on the tropes of the news broadcast industry. Its production reflects the era's focus on short-form, standalone narratives that prioritized character-driven humor and aesthetic experimentation within the limited budgets common to the direct-to-video market.
The visual direction and character designs were crafted to align with the evolving aesthetic of mid-nineties cel animation, favoring expressive facial animations and stylized character proportions typical of the seinen OVA genre. While the production was modest in scope, it gained a niche following among animation enthusiasts for its whimsical tone and its willingness to satirize the high-pressure environment of live media. It remains a representative artifact of the mid-nineties bubble in home video production, documenting the creative freedom studios exercised before the digital shift in animation.
