The mascot character is based on a real-world female pet otter of the same name, who gained a social media following big enough to become the honorary tourism ambassador of the city of Susaki, Kochi.

Where it came from
Yousei Chiitan☆ emerged in 2017 as the unofficial mascot for the city of Susaki in Kochi Prefecture, Japan. Conceived by East Fish Studio, the character was designed as a fairy version of the city's official mascot, Shinjo-kun. The design utilizes a distinctive, somewhat chaotic aesthetic characterized by its wide-eyed, perpetual grin and a costume featuring a baby turtle shell, reflecting a playful and often surreal approach to the traditional yuru-chara mascot culture.
The character gained significant notoriety through its social media presence, where videos depicted the mascot performing physically demanding and often destructive stunts. This rebellious persona stood in stark contrast to the typically wholesome and controlled behavior of regional mascots. While this approach fostered a massive online following, it also sparked controversy, eventually leading the city of Susaki to distance itself from the character due to its unpredictable nature and the intensity of its public antics.
