Report of the Joint Legislative Audit and Review Commission on the Virginia Housing Development Authority to the governor and General Assembly of Virginia

This report was published in 1986 by the Joint Legislative Audit and Review Commission (JLARC) in response to a legislative mandate to evaluate the administrative efficiency and program effectiveness of the Virginia Housing Development Authority (VHDA). At the time, the Commonwealth was seeking to ensure that the Authority—established in 1972 to provide affordable housing finance—was operating in strict accordance with its enabling statutes and meeting the evolving needs of low- and moderate-income residents across the state.

The document was prepared by the professional staff of JLARC, the oversight arm of the Virginia General Assembly, which is tasked with conducting rigorous, non-partisan research on state government operations. As a standard public record issued during the 1986 session, the report was intended for legislators and policy analysts rather than the general public. Its design reflects the formal, austere aesthetic common to mid-1980s government circulars, prioritizing clarity and data presentation through detailed appendices and analytical text to document the accountability of a major state-sponsored entity.
