The LEGO Primo line, introduced in the mid-1990s, was designed to bridge the gap between simple infant rattles and the standard Duplo system. This 4x4 plate was released as part of the 5028-1 set, reflecting a period when the LEGO Group was aggressively expanding its demographic reach toward toddlers. The design aesthetic focused on rounded edges, high-contrast primary colors, and larger, chunkier geometry to ensure safety and ease of grip for infants.

Development of the Primo line was driven by a need for tactile, developmentally appropriate toys that could withstand the rigors of toddler play. While the line was functionally distinct from the locking mechanism of standard Duplo bricks, it utilized the familiar branding to build brand loyalty from a very young age.
