Where it came from
Arrest was released in 1999 as part of the Mercadian Masques expansion set for Magic: The Gathering. The set introduced a unique narrative focus on the plane of Mercadia, a bustling merchant city-state defined by commerce and political intrigue. This card was designed as a common-rarity enchantment intended to represent the restrictive, bureaucratic nature of the plane's power structures, offering players a way to neutralize opposing creatures through 'pacifism' mechanics.
The artwork for Arrest was created by illustrator Matthew D. Wilson, who leaned into the set's thematic blend of fantasy and industrial mercantilism. The design depicts a figure constrained by magical chains, reflecting the set’s aesthetic of ornate, somewhat oppressive control. Upon its release, the card was received as a functional, utilitarian staple in Limited formats, praised for its straightforward effectiveness in controlling the board state without being overly complex.
