Code of Constraint was released in early 2019 as part of the Ravnica Allegiance set, the second expansion in the Return to Ravnica block’s successor narrative. Designed as a versatile blue-black instant, the card reflects the distinct mechanical identity of the Dimir guild, focusing on the manipulation of the board state through tempo-based removal and draw effects. Its implementation was intended to provide players with a tactical tool for managing threats while maintaining card advantage, a hallmark of Dimir strategy in the game's broader competitive history.

The card’s striking visual identity was crafted by artist Ekaterina Burmak, whose work frequently captures the shadowy and architectural aesthetic of Ravnica. Burmak sought to evoke the essence of an arcane, binding enchantment, utilizing a color palette dominated by deep teals and dark magentas to ground the illustration in the visual language of the Dimir guild.
