Where it came from
Council of the Absolute was released in May 2013 as part of the Dragon's Maze expansion for Magic: The Gathering. As the final set in the Return to Ravnica block, it focused on the climax of the guild-based storyline, where the leaders of the ten city-state factions attempted to resolve a power struggle. The card was designed to mechanically represent the Azorius Senate, the guild responsible for law and order, by allowing players to name a card and tax or prohibit its casting.
The artwork was commissioned from illustrator Greg Staples, known for his atmospheric and moody style within the fantasy genre. Staples aimed to capture the rigid, bureaucratic, and imposing nature of the Azorius aesthetic, depicting a council of silent, cloaked figures.
