Hooting Mandrills was originally released in the 2014 Magic: The Gathering expansion Khans of Tarkir. The set was designed around the theme of warring clans in a desert-inspired setting, with the Sultai Brood—the faction to which this card belongs—utilizing the graveyard as a resource. The card was created by artist Svetlin Velinov, who rendered the primate with an emphasis on the feral, aggressive nature favored by the game's mechanics at the time.

As a common card, it gained prominence in the Pauper format, where its delve ability allowed players to cast a powerful creature for very little mana by exiling unwanted cards from their graveyard. It has since appeared on The List, a curated collection of reprints periodically inserted into modern card boosters, which allows these older, mechanically relevant designs to remain accessible to players across various formats.
