What it does
Though only 17 years old, New Hampshire—native Mark Le Pine is a Pro Tour veteran. He has been with the Pro Tour since Atlanta '96 and has made the Top 8 three times (Mainz '97, Rome '98, and Worlds '99). Le Pine played an aggressive red deck called "Sped Red." With his deck he applied pressure early with 11 fast creatures, then he'd shift into land-destruction mode with Wasteland, Stone Rain, Pillage, and Avalanche Riders. For the late game Le Pine used Cursed Scroll and Hammer of Bogardan to finish off his mana-crippled opponent.

Where it came from
The Mark Le Pine Bio card is a specialized insert featured in the 1999 World Championship Decks product line. These decks were produced by Wizards of the Coast as a commemorative offering, allowing players to purchase near-exact replicas of the decks used by the top players at the Magic: The Gathering World Championship. The card serves as a biographical profile, providing context on Le Pine's competitive history and his strategic approach during the tournament held in Yokohama, Japan.
The design of these decks aimed to preserve the state of the game’s competitive landscape at the time, utilizing cards with distinct gold-bordered backs and silver-foil signatures to distinguish them from standard tournament-legal cards. The biographies were crafted to offer a glimpse into the professional scene of the late 1990s, highlighting the individuals who defined the meta-game. The reception was largely positive among hobbyists, who appreciated the educational value and the ability to test famous championship-winning strategies without the prohibitive cost of original tournament cards.
