What it does
At the beginning of your end step, each player exiles the top card of their library. Until your next end step, each player may play the card they exiled this way.
Whenever a player plays a land from exile or casts a spell from exile, you put a +1/+1 counter on target creature and create a Food token. (It's an artifact with "2 generic mana, tap, Sacrifice this token: You gain 3 life.")

Where it came from
Rocco, Street Chef was released in 2023 as part of the Magic: The Gathering set March of the Machine: The Aftermath. This set was designed to explore the immediate narrative fallout of the Phyrexian invasion, focusing on character-driven stories rather than large-scale warfare. The card features Rocco, a character from the plane of Capenna, depicted here in a post-invasion context where they continue their role as a culinary figure amidst the city's reconstruction.
The art was created by illustrator Antonio José Manzanedo, who captures Rocco preparing food in a bustling, vibrant street setting that reflects the Art Deco-inspired aesthetic of New Capenna. The design focuses on the character's unique mechanical role, which rewards players for playing cards from exile, effectively simulating the distribution of food to others. Upon release, the card was well-received by the Commander community for its utility and distinct flavor in Red-Green-White color identity decks.
