Tolarian Winds was originally introduced in the Weatherlight expansion of 1997, designed as a blue instant that allowed players to discard their hand and draw an equal number of cards. The mechanics were thematic to the flavor of the Tolarian Academy, a prestigious and often chaotic center of arcane learning in the Magic: The Gathering multiverse. The card was intended to provide players with strategic deck manipulation, allowing them to cycle through resources during a match.

The Seventh Edition printing, which includes the version marked 105, was released in 2001 as the first core set to feature updated card frames and revised artistic directions. The illustration for this printing was provided by artist Greg Staples, who sought to capture the turbulent, magical energy of the Academy's environment. While the card is a functional reprint of its original iteration, this version is notable for its inclusion in the transition era of the game's visual design, which aimed for a cleaner, more standardized aesthetic for the core product.
