Where it came from
War Tax was released in 1999 as part of the Mercadian Masques expansion for the Magic: The Gathering trading card game. Set on the plane of Mercadia, the expansion introduced themes of commerce, mercenary contracts, and political intrigue, reflecting the merchant-focused lore of the setting. The card itself represents a strategic enchantment designed to force opponents to pay an escalating cost for attacking, mirroring the set's broader preoccupation with resource management and economic warfare.
The artwork for the card was created by artist Heather Hudson, who was a frequent contributor to the game during this era. Hudson’s illustration captures the rigid and bureaucratic atmosphere of the Mercadian administration through a stylized, somewhat imposing depiction of a tax official. Upon its release, the card was viewed primarily as a niche defensive tool, utilized in control-oriented deck builds that aimed to stall combat phases and drain an opponent’s available mana reserves.
