Estimates Submitted by the Secretary of the Navy, 1916: Hearings Before Committee on Naval Affairs, House of Representatives, Sixty-fourth Congress, First Session, on Estimates Submitted by the Secretary of the Navy, 1916

This volume comprises the official transcripts of the 1916 hearings conducted by the United States House Committee on Naval Affairs. Published during a period of intense global anxiety preceding American entry into World War I, these hearings served as a formal venue for Secretary of the Navy Josephus Daniels to defend the administration's budget requests. The sessions were critical in shaping the Naval Act of 1916, which authorized a massive expansion of the fleet in response to the escalating conflict in Europe and shifting geopolitical priorities in the Pacific.

The document was produced by the Government Printing Office under the standard protocols of the Sixty-fourth Congress. The text reflects the era's technical legislative reporting, intended primarily for congressional records and executive oversight. It provides a detailed look at the testimony of naval officers, engineers, and department heads who sought to modernize the American maritime posture. Like many such administrative publications of the period, it is valued by historians today for its primary-source documentation of early twentieth-century defense policy and bureaucratic process.
