Estimates Submitted by the Secretary of the Navy: Hearings Before Committee on Naval Affairs, House of Representatives, Sixty-fourth Congress, on Estimates Submitted by the Secretary of the Navy, 1917

This volume serves as a formal transcript of the hearings held by the House Committee on Naval Affairs during the Sixty-fourth Congress in 1917. The document captures a pivotal moment in American history, as the United States navigated the geopolitical tensions of World War I. These hearings were convened to assess the naval budget requests submitted by the Secretary of the Navy, Josephus Daniels, reflecting the urgent legislative need to modernize and expand the fleet in response to global maritime instability.

The publication follows the standard format for United States government congressional hearings, prioritizing transparency and the systematic documentation of testimony from military officials and cabinet members. Designed primarily for legislative record-keeping and public oversight, the text provides a detailed account of the administrative and strategic priorities of the era. It remains a significant primary source for historians studying the transition of the U.S. Navy into a major global power and the congressional processes governing wartime naval expansion.
