Developed in the mid-1980s, the story originated as a radio drama series before being adapted into this illustrated volume. It serves as a precursor to the themes of political insurgency and existential melancholy that would later define Oshii's cinematic masterpiece, Jin-Roh: The Wolf Brigade. The narrative functions as a gritty, alternate-history exploration of post-war Japan, focusing on the internal struggles of the Special Armed Garrison.

The design and illustration were heavily influenced by the aesthetic sensibilities of the Japanese New Wave of the 1970s and 80s, emphasizing a stark, industrial atmosphere.
