This era of the Pokémon Trading Card Game was notable for the inclusion of 'δ Species' (Delta Species), a mechanic where Pokémon were depicted with different elemental types than their standard iterations due to the influence of a mysterious electromagnetic wave in the fictional Holon region. As a Delta Species card, Pelipper was reimagined as an Electric type rather than its traditional Water or Flying type, reflecting the creative experimentation of the Diamond & Pearl era transition.

The card features artwork by illustrator Kouki Saitou, who is known for a clean, approachable style that frequently appears on common and uncommon cards throughout the series.
