Localized Tornado was introduced in the Extreme Victory booster set, which debuted in the Western markets during the summer of 2011. This set was notable for finalizing the support for the Meklord archetype, a group of machines that served as the primary antagonists in the Yu-Gi-Oh! 5D's animated series. As a trap card, it was designed to offer players a specific utility function: shuffling the player's hand and graveyard back into the deck to reset their resources, a tactical maneuver meant to prevent deck-out losses in stall-oriented strategies.
