Rikka Konkon was originally introduced in the core booster set Power of the Elements as a pivotal support spell for the Rikka archetype, a collection of plant-themed monsters known for their high-level attribute manipulation and control playstyle. The card was designed to stabilize the deck by providing a searchable field spell that grants an additional normal summon for plant monsters and allows players to utilize opponent's monsters as tribute fodder for Rikka effects.

The card was later reprinted in the 25th Anniversary Tin: Dueling Heroes Mega Pack, which served as a celebratory collection intended to make key competitive cards from the previous year's sets more accessible to the player base.
