Kubota Makoto and Tokitoh Minoru (characters from Kazuya Minekura's manga Wild Adaptor -- though no reference is made to the darker storyline of WA in this light-hearted anime) are the muscle of their high school's all-powerful student council. They defend the student body from disorder -- generated by both humans and demons -- while avoiding their classes.

Where it came from
The Araiso Private High School Student Council Executive Committee OVA was produced by Movic in 2002, serving as an adaptation of the popular manga series by Kazuya Minekura. The project emerged during a period of significant growth for the anime industry’s interest in character-driven narratives featuring male-centric casts, building upon the established fan base Minekura garnered with her other major works.
The character designs for the animation aimed to translate Minekura’s distinctive, stylized aesthetic into a fluid, expressive format suitable for the two-episode OVA run. While the production faced the inherent challenges of condensing a complex narrative into a short-form visual medium, it was primarily received by its audience as a niche, collectible entry intended for dedicated fans of the original source material who sought to see the student council members brought to life in voice and motion.
