Azalea has been residing on the Colony-Planet of Dinahl, and she can't recall anything about herself until she hears a voice calling her name.
Then there is another voice summoning her to go to a park on top of a skyscraper. Once she arrives there, she meets up with other people who also have no recollection of who they are or what they were doing before arriving at this destination as instructed by the voice.
All the people assembled there possess superhuman powers, such as Eno's psychic power, Umoth's x-ray vision, Neia's teleportation powers, Azalea's telepathy, and Locke's electrical wizardry.
Who has summoned them, and what will the five super-psychics confront?

Where it came from
Locke the Superman: New World Command was released in 1991 as a two-part original video animation produced by Nippon Animation. It serves as a narrative entry in the long-running Chōjin Locke science fiction franchise, originally created by manga artist Yuki Hijiri in 1967. The story follows the immortal psychic protagonist, Locke, as he becomes embroiled in political turmoil and conflict within a futuristic society, maintaining the series' signature blend of high-concept space opera and philosophical inquiry into the burdens of eternal life.
The character design and visual direction for this OVA were influenced by the aesthetic shifts prevalent in early 1990s Japanese animation. While the franchise itself is a pillar of classic manga history, this specific production aimed to modernize the visual storytelling for a home video market that had grown accustomed to the detailed mechanical designs and dramatic lighting characteristic of the era's OAV boom. Upon its release, it was received as a respectful, if stylistically distinct, expansion of Hijiri’s established universe, catering primarily to existing fans of the source material.
