On April 26, 2018, Japan Racing Association's Umabi.jp website launched the Pop Team Epic Kinen campaign, where users can create a customized avatar of either Popuko or Pipimi as a virtual spectator. It also hinted a surprise to be revealed when a number of avatars reaches one million. As the number reached one million in late May 2018, the JRA released a branded webisode on 14 June 2018. Produced by Space Neko Company (which animated Pop Team Story segments and some of short sketches in the TV series), Mikako Komatsu and Ryusei Nakao reprised their role as Popuko in the first and second halves respectively, and so did Sumire Uesaka and Norio Wakamoto as Pipimi. The JRA also held promotional events at Tokyo Racecourse.

Where it came from
Poputepipikku Kinen was released in 2018 as a special commemorative ONA (Original Net Animation) tied to the broader Pop Team Epic phenomenon. Originating from the surreal and chaotic four-panel manga by Bkub Okawa, the franchise gained notoriety for its absurdist humor, meta-commentary on the anime industry, and distinctive visual style. This particular short was produced to further expand the erratic multimedia footprint established by the successful television series adaptation that debuted the same year.
The creative direction of the franchise is defined by its lo-fi aesthetic and aggressive parody, often contrasting cute character designs with aggressive, deadpan dialogue. Designed to subvert traditional anime tropes, the series intentionally employs various animation styles to keep viewers off-balance. Upon its release, the ONA was received by the fanbase as a quintessential extension of the show's hallmark unpredictability, reinforcing the brand's position as a mainstay of contemporary internet-centric Japanese pop culture.
