The story is set in a ruined future Nerima, where a photon energy disaster is said to have devastated the area. No one knows whether that is true or not, and details are hard to come by. All that is left is the photon research facility tower that stands as a monument at the center of the devastation. Z-chan and Gre-chan live together in the Shutter District, which spreads from the base of the tower. Their home is made from salvaged materials that they have named Photon House. The advanced photon energy that flowed through the place is now gone, and the world is now ruled by the Getter Rays that rain down from space. But even now, Z-chan and Gre-chan use the highly efficient photon energy to power their home.

Where it came from
Robot Girls NEO serves as a lighthearted spin-off project from Toei Animation, launched in 2018 as a series of short-form original net animation (ONA) episodes. It continues the studio's meta-humorous tradition of anthropomorphizing classic mecha from the 1970s and 1980s, specifically reimagining the giant robots of Go Nagai’s catalog as human girls. This iteration shifted the focus toward a fresh ensemble cast, leaning into the slapstick comedy and parody elements that had defined previous entries in the Robot Girls Z franchise.
The character designs were conceptualized to blend the iconic aesthetic markers of vintage mecha—such as color schemes, antennae, and armored plating—with contemporary anime character archetypes. While the series was designed for fans of classic super robot shows, it was received as a niche experimental production intended to maintain engagement with Toei's intellectual properties through a stylized, irreverent lens. The project utilized a fast-paced, episodic format common in digital distribution, prioritizing character interaction and comedic timing over traditional narrative arcs.
