In the future, the oceans have risen to flood all the continents due to humanity's negligence of the environment. Only a few bits of land have been spared, and one of those is the city-island where Elfie lives with her grandfather. One day, due to an underwater incident, she discovers that she can breathe underwater. Her grandfather reveals that in truth she is one of the mythical sea-people. Using the cityfolk's xenophobia, local politicans spark a war with this hidden people to distract people from their current ressource problems, and Elfie is caught in the middle of it.

Where it came from
Sango-shou Densetsu: Aoi Umi no Elfie, released in 1986, is a feature-length special produced by Nippon Animation. It emerged during a decade when the studio was heavily focused on adaptations of classic literature and original storytelling for television. The project was conceived as a standalone fantasy piece that leaned into the marine themes and environmental awareness that were beginning to gain traction in Japanese animation during the mid-1980s.
The production sought to blend traditional cel-animation techniques with a narrative centered on the mysterious, mythical connection between human-like figures and the underwater world. While it did not reach the widespread international recognition of Nippon Animation's 'World Masterpiece Theater' series, it is regarded by enthusiasts of 1980s anime as a notable example of the studio's aesthetic during that era, characterized by detailed background art and a gentle, contemplative tone.
