Where it came from
Shiroishi no Yousei Pichi, also known as Pichi the Fairy of Shiroishi, was produced by Asahi Production as a promotional ONA released in 2011. The project was commissioned by the city of Shiroishi in Miyagi Prefecture, Japan, to serve as a mascot and tourism initiative aimed at revitalizing local interest and promoting the city's unique cultural assets to a younger, digitally native audience.
The character design for Pichi reflects the aesthetic conventions of early 2010s moe-style animation, characterized by expressive features and a whimsical, approachable appearance intended to cultivate a friendly bond with viewers. While the short serves as a niche example of municipal branding through animation, it remains a documented instance of how Japanese local governments utilized the medium of web-based anime to foster regional pride and engagement during that era.
