A parody of "Obake no Q-taro" written by the comedian Hitoshi Matsumoto, the series is about a kid and his ugly critter (with a strange likeness with Butthead). You better not hurt the kid or Kyou-chan will grow arms on his head and feet on his mouth to rip off your guts!

Where it came from
Terrifying Kyou-chan, known in Japan as Kyoufu no Kyou-chan, originated as an animated segment within the Fuji TV variety program Hirake! Ponkikki in 1994. The series was designed to blend dark, surreal humor with the aesthetic of children's television, creating a jarring juxtaposition that became a notable curiosity in 90s Japanese experimental animation.
The character design and animation style were crafted to subvert the expectations of the preschool demographic typically served by the program. By utilizing unsettling visuals and an uncanny atmosphere, the creators aimed for a deliberate sense of discomfort, which eventually garnered a cult following among animation enthusiasts who appreciate the more bizarre margins of public broadcast history.
