It consists of nothing but Pokémon-speak--similar to the mini-movies that air with each theatrical movie. It's a short special based on life of the Pokémon Slowking. It was never released outside of Japan and Greece, due to it only being a few minutes long. But it was officially dubbed in Russian.

Where it came from
Yadoking no Ichinichi, or Slowking's Day, is a short animation produced by OLM, Inc. in 2000. It was released as a special feature to accompany the theatrical run of the third Pokémon film, Pokémon 3: The Movie. The short was designed to provide a humorous look at the daily life of the titular Slowking, a character that gained significant popularity following its prominent role in the film's narrative.
The animation reflects the high-quality character-focused approach favored by OLM during the peak of the Pokémon franchise's late-90s and early-2000s global expansion. By centering the story on the eccentric and wise Slowking, the creative team sought to expand the personality of the franchise's creatures beyond their roles in competitive battling. The short was well-received by fans at the time as a charming, lighthearted expansion of the Pokémon world.
