Shooting blanks

Shooting Blanks was published in 1991 by William Morrow, emerging from the post-Cold War era when military analysts began scrutinizing the efficiency and spending habits of the United States Department of Defense. Author James F. Dunnigan, a well-known military historian and wargame designer, wrote the book to provide a critical assessment of the American military-industrial complex, focusing on the disconnect between massive financial investment and the actual combat readiness of hardware and personnel.

The book is characterized by Dunnigan’s signature analytical style, which draws heavily on his experience in systems analysis and wargame design to expose bureaucratic inefficiency. By deconstructing the procurement process and the logistical challenges of modern warfare, the work aimed to demystify complex defense operations for the general reader. Upon its release, it was received as a sobering commentary on the internal failures of defense institutions, solidifying Dunnigan's reputation as a pragmatic voice in military studies.
