PAX: Kokumin Kōfuku Kanrikyoku #1

PAX: Kokumin Kōfuku Kanrikyoku, serialized in the late 1990s, emerged during a period when Japanese manga was increasingly exploring dystopian sociopolitical themes. The series centers on the fictional National Happiness Management Bureau, an agency tasked with maintaining social order through psychological and bureaucratic surveillance. This first issue serves as the introduction to a bleak, speculative version of Japan where personal freedom is sacrificed for the illusion of collective well-being.

The series is noted for its clinical, restrained art style, which effectively mirrors the sterile and oppressive environment of the central Bureau. By utilizing a cold aesthetic, the creator emphasized the dehumanizing effects of the state apparatus on the individual. It was received as a contemplative, if somewhat unsettling, entry into the philosophical manga canon, appreciated by readers who gravitated toward grounded sci-fi narratives rather than traditional action-oriented stories.
