Where it came from
The LEGO Community Starter Set, released in 2013 under set number 9389-1, was designed as an educational resource for schools and daycare centers. Unlike standard retail sets intended for home play, this collection was marketed through the LEGO Education division to support early childhood development, focusing on inclusivity, cooperative play, and the exploration of different community roles.
The set features a diverse array of minifigures representing various professions and family structures, paired with a selection of basic building bricks. The design philosophy emphasized open-ended construction, allowing children to build their own civic environments and social narratives. It was received favorably by educators as a versatile tool for teaching social studies and interpersonal skills in a classroom setting.
