People Pack - Fun at the Beach

Released in 2017 as part of the LEGO City theme, this set, titled Fun at the Beach, was designed to expand the playability of the City line by focusing on diverse minifigure characterization rather than complex structures. The concept of the 'People Pack' was introduced by the LEGO Group to provide consumers with a cost-effective way to populate their urban layouts with varied townspeople, moving away from the vehicle or building-heavy sets that dominated the theme at the time.

The set includes fifteen minifigures alongside small accessory builds like a surfboard, a lifeguard tower, and a catamaran. The design team focused on creating a relaxed, recreational narrative, utilizing specific hair pieces and printed torsos to reflect a summer aesthetic. Upon its release, it was well-received by the adult fan community for its high density of figures and unique printed elements, which offered greater utility for creators building larger, more detailed dioramas.
