Where it came from
The LEGO City Super Pack 2-in-1, set number 66662-1, was released as a promotional bundling product typical of the mid-2010s. These packs were designed to offer value to consumers by combining two existing, standalone retail sets into a single package, often exclusive to specific big-box retailers during the holiday season. The concept leveraged the popularity of the City theme, which has been a staple of the LEGO product line since 2005, focusing on urban life, emergency services, and construction narratives that are consistently accessible to younger builders.
The design of this specific pack consists of the 60138 High-speed Chase and 60139 Mobile Command Center, both representing the enduring Police sub-theme. These sets were conceptualized by the LEGO design team to provide dynamic, action-oriented play scenarios, featuring modular vehicle designs and minifigure-scale accessories that fit within the broader City ecosystem. Upon release, the Super Pack was received primarily as a convenient gift option, appreciated by parents for the increased set volume and by collectors for the unique packaging design that distinguishes it from standard set boxes.
