What it does
Noncreature spells cost 1 generic mana more to cast.
Whenever a player casts a noncreature spell, put a collection counter on this enchantment. Then if there are three or more collection counters on it, sacrifice it. If you do, draw a card, then you may search your library for a Plains card, put it onto the battlefield tapped, then shuffle.

Where it came from
Charitable Levy was released in 2024 as part of the Modern Horizons 3 expansion for Magic: The Gathering. This set was designed specifically for the Modern format, introducing powerful, complex mechanics and cards that prioritize strategic utility over the standard flavor constraints of premier sets. The card functions as a white mana enchantment that creates a tax effect, drawing inspiration from classic white mechanical identities that emphasize resource management and slowing down opponents.
The card’s illustration was crafted by artist Lie Setiawan, who utilized a clean, atmospheric style to capture the themes of institutional duty and bureaucratic influence. Within the design philosophy of Modern Horizons 3, the card serves as a targeted tool for deck-builders looking to disrupt aggressive strategies. Upon its release, it was received as a niche but effective addition to white-based control shells, valued for its ability to generate incremental advantage in long, grindy matches.
