Clifftop Retreat was introduced in the 2011 expansion set Innistrad, which served as a return to the fan-favorite gothic horror setting. As part of a cycle of dual lands that enter the battlefield untapped if the player controls one of two specific basic land types, it was designed to provide efficient mana fixing for aggressive decks in the Standard format. The card represents the rugged, windswept geography of the Innistrad plane, grounding the high-fantasy gameplay in a cohesive, moody aesthetic.

The landscape art was commissioned from veteran illustrator John Avon, whose work is synonymous with the visual identity of Magic: The Gathering. Avon sought to capture the isolating, ethereal beauty of the setting, utilizing his signature lighting techniques to suggest a sanctuary perched precariously above the churning coastal waters.
