Where it came from
Council of Advisors was released in 1999 as part of the Portal Three Kingdoms set. This expansion was specifically designed to introduce Magic: The Gathering to the Asian market by focusing on the characters and events of the 14th-century Chinese historical novel Romance of the Three Kingdoms. The set utilized simplified rules compared to standard sets, aiming to make the game more accessible to new players while exploring themes of tactical warfare and political maneuvering.
The card was illustrated by Gao Yan, a prominent artist whose work during this period helped define the aesthetic of the set. The design choice to feature advisor figures reflects the emphasis on strategy and diplomacy found within the source material. Upon its release, the card became notable for its blue color identity and card-draw utility, eventually finding a stable place in various formats due to its straightforward efficiency as a sorcery-speed draw effect.
