Where it came from
Dictate of Heliod first appeared in the Journey into Nyx expansion for Magic: The Gathering in 2014, designed as part of a cycle of flash enchantments representing the influence of the gods of Theros. The card reflects the set's top-down design philosophy, which drew heavily from Greek mythology; the card's artwork, illustrated by Aleksi Briclot, depicts the god Heliod granting power to his followers, capturing the essence of divine intervention during combat.
This specific printing comes from The List, a curated selection of cards from Magic's history that appear in Set Boosters. By including cards like Dictate of Heliod, Wizards of the Coast aimed to provide players with access to older, mechanically unique cards that fit well into Commander and casual constructed formats, maintaining the card's utility as a board-wide anthem effect long after its original rotation from Standard play.
