This set was designed specifically to introduce the game to new players in the Asian market, drawing heavily from the 14th-century Chinese historical novel Romance of the Three Kingdoms. By adapting legendary figures like the warlord Dong Zhou into card mechanics, Wizards of the Coast sought to bridge global gaming interest with well-known cultural narratives.

The card illustration was created by artist Qi Baoshi, who worked within the set's mandate to provide a distinct, historical aesthetic that differed from the high-fantasy tropes of the core game. Dong Zhou's design focuses on his reputation as a ruthless political manipulator, featuring mechanics that allow the player to gain control of enemy creatures, mirroring his historical reputation for seizing power through force. While initially viewed as a niche product during its limited release, the set has since become highly sought after for its unique cultural crossover and the relative rarity of its cards.
