Each hero taps a creature they control and puts X stun counters on it, where X is the number of bosses. (If a permanent with a stun counter would become untapped, remove one from it instead.)

Where it came from
The Rat King's Revolution card, designated as number 21 in the Teenage Mutant Ninja Turtles Eternal Tokens set, was produced as part of a series intended to celebrate the long-standing iconography of the franchise. It draws heavily from the character's classic portrayal in the 1987 animated series, focusing on his role as an antagonist who commands a vast army of rodents beneath the city streets. The card's release was timed to coincide with a broader push in the hobby to elevate standard trading cards into more substantial, commemorative artifacts for adult collectors.
The design of the card utilizes a gritty, textured illustration style that contrasts with the vibrant colors typically associated with the Turtles' cartoon roots. It was created to emphasize the darker, more atmospheric elements of the Rat King's domain. Upon its release, the card was generally well-received by fans of the series for its moody aesthetic, which successfully distinguished it from the more child-oriented merchandise that historically defined the property.
